TashiCell FWA and ILL Service Terms and Conditions
1. Service Availability and Scope
1.1 The Internet Leased Line (ILL) service shall be provisioned across the following technologies:
- Internet Lease Line (ILL) over 4G and 5G Radio Access Technologies — available under both prepaid and postpaid offerings.
- Fiber and other technologies, restricted to postpaid customers only.
1.2 All CPEs (Customer Premise Equipment) deployed under the ILL service shall be network-locked to TashiCell’s infrastructure and shall remain unusable on external or third-party networks.
2. Fair Usage and Congestion Management Policy (FUP)
2.1 Fair Usage enforcement and congestion management policies are applicable exclusively to ILL deployed over 4G and 5G technologies. Enterprise ILL Plan remain exempt from such controls.
2.2 Bandwidth throttling and QoS degradation mechanisms shall be invoked dynamically based on the congestion severity at the serving eNodeB/gNodeB. During peak load, High-Speed ILL Plans shall receive preferential traffic handling over Standard, Basic, or Rural ILL Plans.
2.3 Upon full consumption of high-speed data quota, subscriber data throughput will be throttled to either 512 Kbps or 2 Mbps as per plan-specific thresholds.
3. 4G/5G Fixed Wireless Access (FWA)
3.1 All ILL plans carry a validity period of 30 calendar days (prepaid) or follow the monthly billing cycle (postpaid).
3.2 post data quota throttling policies are enforced as per plan-specific thresholds
3.3 Concurrent subscriptions to multiple ILL packages are permitted; the most recently activated plan takes precedence.
3.4 Data quotas are non-cumulative. Activation of a new package supersedes the existing one and invalidates any unused data.
3.5 Final discretion regarding service provisioning rests solely with TashiCell.
4. Equipment Warranty and Ownership
4.1 For postpaid arrangements, ownership of CPE devices is retained by TashiCell. In the event of non-exempt physical damage within the window of 12 months from the date of service commencement, the full device cost as per the published rate shall be recoverable.
4.2 Applicable payable amounts shall be referenced from the prevailing setup/equipment tariff schedule.
4.3CPEs dispensed under prepaid schemes are considered final-sale commercial items and are non-warranted.
5. Add-On Plan
5.1 Add-on Plans are available solely by subscribers with an active ILL Plan only, as per TashiCell’s service offering.
5.2 Add-ons inherit the validity of the parent ILL subscription; new ILL Plan activations reset the validity of all active add-ons.
5.3 Add-on data is utilized subsequent to the High-speed data quota. Multiple add-ons shall be merged for consolidated usage tracking.
5.4 Postpaid add-ons are not subject to auto-renewal and shall be itemized in the corresponding invoice.
5.5Add-on subscription is exclusively facilitated through the MyTashiCell App only.
6. Enterprise Internet Leased Line (ILL)
6.1 Enterprise ILL Plan is available exclusively under postpaid commercial arrangements.
6.2 Pricing is set at Nu. 400 per Mbps per month with no volume caps or promotional bandwidth allocations..
6.3 A minimum bandwidth commitment of 100 Mbps applies to all subscriptions.
6.4 All Enterprise ILL connections are dedicated links, exempt from throttling, rate shaping, or congestion management.
6.5 Legacy unlimited-volume fiber customers shall be migrated to the newly defined baseline package of 100 Mbps post notifying such customers.
7. ILL Geo-Fencing Policy
7.1 ILL over 4G/5G services are subject to geographic enforcement, with network access restricted to the Dzongkhag of original issuance.
7.2 Relocation of service to a different Dzongkhag shall incur a one-time administrative fee, tiered as per technology:

8.1 Migration fees are standardized across prepaid and postpaid offerings
8.2 Charges are uniform irrespective of whether the migration is intra- or inter-Dzongkhag.
8.3 Relocation within the same premises shall be provided at no additional cost, as per the current policy. However, subject to change based on the current policy.
9. General Disclaimers and Limitations
9.1 Stated maximum speeds are theoretical, derived under ideal signal propagation and network conditions; they are not contractually guaranteed..
9.2 TashiCell disclaims responsibility for service impairments arising from externalities such as network congestion, meteorological disturbances, or force majeure incidents.
9.3 TashiCell reserves the right to periodically review and update its offerings, including modifying, discontinuing, or introducing new plans, packages, offers, and service rates. These changes may be implemented as needed to enhance the services and the changes shall be notified to customers.
9.4 The terms and conditions outlined herein are subject to periodic revision at TashiCell’s discretion.
9.5 These Terms and Conditions override all previously published versions pertaining to the ILL service.
9.6 The interpretation of provisioned terms and conditions shall be as per the interpretation of TashiCell should any issue arises.
