TashiCell FWA and ILL Service Terms and Conditions
1. Service Availability and Scope
1.1 The Internet Leased Line (ILL) service shall be provisioned across the following access modalities:
- Fixed Wireless Access (FWA) leveraging 4G and 5G Radio Access Technologies — available under both prepaid and postpaid frameworks.
- Fiber-optic and other technologies, restricted to postpaid subscribers only.
1.2 All CPEs (Customer Premise Equipment) deployed under the 4G/5G FWA service shall be network-locked to TashiCell’s infrastructure and shall remain unusable on external or third-party networks.
2. Fair Usage and Congestion Management Policy (FUP)
2.1 Fair Usage enforcement and congestion mitigation protocols are applicable exclusively to 4G/5G FWA deployments. Fiber-based ILL solutions remain exempt from such controls.
2.2 Bandwidth throttling and QoS degradation mechanisms shall be invoked dynamically based on the congestion severity at the serving eNodeB/gNodeB. During peak load, High-Speed FWA tiers shall receive preferential traffic handling over Standard, Basic, or Rural FWA tiers.
2.3 Upon full consumption of high-speed quota, subscriber data throughput will be rate-limited to either 512 Kbps or 2 Mbps, contingent on the subscribed plan specifications.
3. 4G/5G Fixed Wireless Access (FWA)
3.1 All FWA plans carry a validity period of 30 calendar days (prepaid) or follow the monthly billing cycle (postpaid).
3.2 Post-quota throttling protocols are enforced as per plan-specific thresholds.
3.3 Data quotas are non-cumulative. Activation of a new plan supersedes the existing one and invalidates any unused data.
3.4 Concurrent subscriptions to multiple ILL packages are permitted; the most recently activated plan takes precedence.
3.5 Premium-tier ILL service configurations are explicitly not deliverable via 4G/5G FWA deployments.
3.6 Final discretion regarding service provisioning rests solely with TashiCell..
4. Equipment Warranty and Ownership
4.1 For postpaid arrangements, ownership of 5G CPE devices is retained by TashiCell. In the event of non-exempt physical damage within the window of 12 months from the date of service commencement, the full device cost as per the published rate shall be recoverable.
4.2 Applicable payable amounts shall be referenced from the prevailing setup/equipment tariff schedule.
4.3 CPEs dispensed under prepaid schemes are considered final-sale commercial items and are non-warranted.
5. Add-On Plan
5.1 Add-on data bundles are purchasable solely by subscribers with an active ILL plan only, as per TashiCell’s service offering.
5.2 Add-ons inherit the validity of the parent ILL subscription; new plan activations reset the validity of all active add-ons.
5.3 Add-on data is utilized subsequent to the core data quota. Multiple add-ons shall be merged for consolidated usage tracking.
5.4 Postpaid add-ons are not subject to auto-renewal and shall be itemized in the corresponding invoice.
5.5 Add-on procurement is exclusively facilitated through the MyTashiCell application platform.
6. FWA Geo-Fencing Policy
6.1 FWA services are subject to geographic enforcement, with network access restricted to the Dzongkhag of original issuance..
6.2 Relocation of service to a different Dzongkhag shall incur a one-time administrative fee, tiered as per technology:

7. Fiber-Optic Internet Leased Line (ILL)
7.1 Enterprise ILL Plan is available exclusively under postpaid commercial arrangements.
7.2 Pricing is set at Nu. 390 per Mbps per month with no volume caps or promotional bandwidth allocations.
7.3 A minimum bandwidth commitment of 5 Mbps applies to all subscriptions.
7.4 All Enterprise ILL connections are dedicated links, exempt from throttling, rate shaping, or congestion management.
7.5 Existing customer shall be migrated to the newly defined baseline package of 5 Mbps based on the technical and geographical feasibility.
